Odessa just before the World War I: Comparison with Vladivostok

Just prior to World War I, Odessa’s commercial community had approached the Russian government about applying a free port system to the port of Odessa. The Ministry of Commerce and Industry was open to this proposal, but the plan was never realized due to the outbreak of World War I.
 This report focuses on the another planning to introduce a free port system in Vladivostok, and discusses the political and economic environment surrounding Odessa - background of the proposal, in comparison with the Russian Far East. By doing so, we would like to highlight the international environment in which the Russian Empire was placed at that time.
