Evaluation process

(1)Document screening (scheduled for January 2017)

Ideas presented by citizens/students are evaluated through a document screening and short-listed for the final open review (See “Evaluation Criteria”).

(2)Additional questions for the final open review (scheduled for February 2017)

The citizen-government partnership is a key to open governance. To that end, additional research will be conducted to observe the actual status of regional partnerships for the teams selected for the final open review, as well as the activities of applying municipalities. Research findings are used for the final open review.

  • ・April 2017 (planned)
  • ・Evaluation results will be released after the final open review. In addition, the review committee will provide advice about short-listed ideas and partnership schemes for further improvement.

Proposed ideas and status of citizen/student and municipality partnership are two major criteria for evaluation.

Evaluation of ideas

(1)Evaluation points

The following three points are to be evaluated:

  1. ・Documents submitted to describe ideas (details, grounds, implementation timetable, etc.) (See the application form.)
  2. ・Documents submitted to present a self-evaluation under the following criteria other than the above mentioned (See the application form.)
  3. ・Presentation for the final open review

(2)Evaluation criteria

Evaluations will be conducted using the following criteria:

Besides the description of the idea (details, grounds, implementation timetable, etc.),

  1. ・What did citizens/students focus on when dealing with the regional issue presented by the municipality, and why?
  2. ・What effects will the proposed idea have in resolving the issue?
  3. ・Does the proposed idea have novelty, and how novel is it?
  4. ・Is the proposed idea applicable to other communities?
  5. ・Is the proposed idea feasible from economic and institutional standpoints?

Evaluation of partnership scheme

(1)Evaluation points

Actual status of the partnership between citizens/students and municipalities are to be evaluated.

(2)Evaluation criteria

Evaluations will be conducted based on the following criteria:

  1. ・Are relevant data (including responses to inquiries) made available in a proper manner?
  2. ・The municipality’s support for initiatives of citizens/students in generating a proposed idea
  3. ・The municipality’s attitudes toward collaboration with citizens/students in refining the idea and putting it into practice
  4. ・Use of an open communication forum between citizens/students and the municipality to discuss the proposed idea
