Omihachiman City established the Basic Design for Peaceful Town Development of Omihachiman City at the end of 2015, presenting a vision of community development to encourage people to move in and help residents live fully as active townspeople. The current year is the stage for implementation and preparation of a basic plan and platform.
In working on these activities, we need to consider how to attract more people who are interested in moving to the city; additionally, we need to plan ways to actually help them move here.

Kusatsu City seeks to establish a system to gather and share information about damages and evacuation status from citizens in a proper and timely manner in the event of a disaster. We want to raise city-wide awareness regarding disaster prevention to create communities that could serve as bases for mutual help at the time of a disaster and encourage citizen participation.

Both the population and child-rearing households are increasing in Kusatsu City. We are promoting measures to ensure that there are no waiting lists at nursery schools; we also want to improve the quality of childcare counseling centers for parents and children. The city’s activities are disseminated through relevant departments and Pokapoka Town, a website to support childcare. For all that, we have failed to cover all community-based activities, and we have received some comments such as “don’t know how to get information” or “have difficulty getting through” because of the lack of sufficient informational tools for child-rearing families. We seek to promote interactions among the same generations and communities to discover childcare solutions by identifying public needs.
・Osaka City has various active citizens’ organizations, including those community-based organizations focused on regional issues and theme-based NPOs dealing with various social issues.
・Community-based organizations face the issue of unvarying and aging members, whereas theme-based NPOs have problems attracting skilled professionals, funds, and adequate human resources. To solve these problems, it is necessary to disseminate information about their activities to the public and businesses and then expand the network of people involved.
・To that end, we seek to establish a scheme so that all stakeholders will benefit. For example, through the use of websites, citizens’ organizations could be greatly motivated to disclose information about their activities for smoother communication; additionally, local businesses would gain the information necessary to partner with such organizations. Finally, citizens could be informed regarding how to engage in regional and social contribution activities. We want citizens and students to make proposals for ideas that would be useful for achieving these goals.

Disaster emergencies in the past have shown that government’s rescue and relief activities (public assistance) have limitations.
Because of its location, Sanda City has a large number of commuters for Osaka and Kobe. The city has a small daytime population, and its rural areas face the aging problem.
We need to find ways to prevent disaster damage on a routine basis. In case a disaster occurs during the day—when fewer people are at home except for the elderly—, we need to establish a scheme and structure for mutual help in the earliest stages of fire extinguishing and rescue activities.
The city is considered the youngest town in the prefecture with the highest ratio of children aged 0 to 4, although the total fertility rate is low. This statistic is valid because of the many child-rearing families who move to the city. With a considerable distinction between the day versus night population, the city also serves as a bedroom town contiguous with the greater metropolitan area.
Rapid aging of the population and the extremely low birth rate is heightening the necessity to create a flow of people and things from surrounding areas to curb the city’s population decline and promote actions for sustainable development of the regional society and economy.
Therefore, we need to develop a stronger city marketing scheme to facilitate move-ins, settlement, and an increase in the non-resident population by identifying the potential appeal and strengths of the city based on its regional characteristics (which we are endeavoring to enhance).
Ikoma City is in the northwest part of Nara Prefecture; it is rich in natural resources and also serves as a commuter city for Osaka (over Mount Ikoma). Since it was recognized as a municipality in 1971, the population has been rapidly growing, and it is now a residential town with more than 120,000 people.
Although an increase in the population resulting from a surplus of people moving here rather than moving out is a strong point, the population growth rate has been slowing down in recent years.
The city has a smaller waiting list for nursing care than big cities. Elementary schools can provide a caring education with small classes. All elementary and junior high schools offer lunch services. The city is also among the highest performers for the National Assessment of Academic Ability conducted by the Ministry of Education, Culture, Sports, Science and Technology. Yet, the reach of such information and the willingness to visit seem to be low, since there are no facilities and sightseeing spots to draw thousands of visitors at once. In order to attract more people to the city as a place to live, we need to think about how we can promote the city’s attractiveness as a residential town and encourage people to visit at least once.
We are expecting ideas for public-private programs that will highlight the city’s attractiveness.

Ikoma City is promoting public participation in city administration. For example, the city operates My Sapo Ikoma, a support system for citizens’ organizations of choice. Citizens aged 18 and over may register with the city’s NPOs of their choice and allow the city to determine subsidies to be awarded based on popularity. The title “Ikomania” is conferred on enjoyable public events organized by the Ikoma community through collaboration among citizens, citizens’ organizations, local businesses, and city administration.
These activities and events require connections (networks) among people cooperating as “manpower.” Companies provide “places, materials, and goods” and individuals/groups give financial support. Yet, in some cases, name recognition for an organization, information exchanges among organizations, or publicity regarding collaborative activities and events is insufficient. A system to appeal to the aspirations of organizers and deliver information about event details to secure favorable responses from as many people as possible can facilitate interaction among people who share common interests, eventually making the city livelier. We are looking for ideas via an online forum to support these interactions and connections.

Ikoma City, as a childcare-friendly town, is promoting various advanced and substantial actions (policies, services, and events), but information management is decentralized with several different departments providing information separately.
People want to receive information about services, childcare, and events for families in a centralized way, without distinguishing among sources—public, private, or NPOs.
People also want cross-functional and seamless information about services available at each stage of child development.
We are expecting ideas that discourage “isolated child-rearing” and promote the childcare-friendly town of Ikoma.
